I think it’s just that generally, pirate flags have skulls on them. That particular skull is inspired by One Piece, a very famous anime about pirates.

It’s based on the Jolly Roger aka Skull & Crossbones, which was adopted by pirates to basically scare ships into surrendering without any blood having to be shed….this is a fun adaptation for this place
